The Role of Municipalities in Improving Urban Governance

Abstract

Municipalities are key institutions of urban governance because they operate close to residents and are responsible for many services that directly shape everyday urban life. Effective municipalities can improve sanitation, water supply, waste management, local roads, public spaces, urban planning, public health, and community participation. They can also strengthen accountability by making local decisions and resources more transparent and accessible to citizens. Rapid urbanization, fiscal constraints, fragmented responsibilities, infrastructure pressures, inequality, and environmental risks can limit municipal effectiveness. This paper examines nine major dimensions of the role of municipalities in improving urban governance, including service delivery, urban planning, infrastructure, citizen participation, financial management, environmental sustainability, social inclusion, digital governance, and institutional accountability.
